米国中西部を中心とした風力発電開発の動向について（その１）
米国経済が全般的に停滞する中、数少ない好調産業の一つとして風力発電が挙げられる。オ
バマ政権の景気刺激策においても、再生可能エネルギーの導入を促進するための予算や税制措
置が講じられ、一時的な減速が見込まれるものの、その度合いは比較的軽いと期待されている。
中西部は、このような米国風力発電産業の成長において、重要な役割を果たしている。現在、
アイオワ州は、カリフォルニア州をしのぎ、テキサス州に次ぐ第2 位の風力発電容量を有して
いる。ミネソタ州は第4 位で、イリノイ州は第8 位、カンザス州は第10 位である。さらに、2008
年に最も多くの発電容量を導入した5 州のうち3 州（アイオワ、ミネソタ、カンザス）は中西
部であり、発電容量の最も高い成長率を有する5 州のうち3 州（インディアナ、ミシガン、ウ
ィスコンシン）が中西部である。特にグレートプレーンズ地帯の州は、米国内でも最大の利用
可能な風力資源を有しており、ノースダコタからカンザスまでの州は、風力発電を通じて、主
要電力生産者及び（他州への）輸出者になるために尽力している。
また、中西部は、特に自動車産業サプライチェーンの縮小により打撃を受けた中小企業が生産
を風力タービン構成部品に拡張または移行する動きがある中で、風力産業の主要製造拠点にな
りつつある。5 月上旬に中西部シカゴにおいて、2009 年風力発電会議・展示会（ウィンドパワ
ー2009 展）が開催されたが、同展において、中西部のほとんどの州が、州の事業開発機関を中
心に展示ブースを出展し、風力発電のサプライチェーンに関係する数百の製造業者に関する情
報を詳しく紹介するなど、風力発電産業誘致に懸命であった。カンザス州のマーク・パーキン
ソン新知事も同展に出席し、ドイツ最大手シーメンス社とともに、ハッチンソン市に主要風力
タービン製造工場を新設するという共同声明を発表した。
このような米国中西部を中心とする風力発電開発の現状や今後の見通しについて、ウィンドパ
